It took me a while, but I eventually noticed the face mask in the second panel.

That mask leaves a lot of Earth uncovered, they could just move launch sites
Technically, depending on launch vector, they could even launch from a fair ways under the mask. Most launches are gravity-assisted parabolas. =)
Though, come to think of it, coughs from behind a poorly-fitting mask are identical in every way.
That last panel is gorgeous!
Earth is not only social distancing from other planets, she also prevents spreading of the Human virus! (Or should that be ‘Human-virus’ of ‘Virus-human’?)
